The West Virginia Board of Medicine consists of 15 members. One member is the state health officer ex-officio, with the right to vote as a member of the board. The other 14 members are appointed by the Governor, with the advice and consent of the Senate. Eight of the members are appointed from among individuals holding the degree of doctor of medicine, one holds the degree of doctor of podiatric medicine, and two members are licensed by the board as physician assistants. Three lay members are appointed to represent health care consumers.

Jonathan P. Lilly, MD - President
Dr. Lilly earned his Bachelor of Science degree in chemistry at Marshall University in 1985 and his Doctor of Medicine degree from the Joan C. Edwards School of Medicine at MU in 1989. He also completed his family practice residency at Marshall, where he served as chief resident in his third year.
Dr. Lilly is board certified in family practice and is a member of the American Academy of Family Physicians. He is a partner at Dunbar Medical Associates, PLLC, where he has spent his entire career. He maintains active privileges at Thomas Memorial Hospital, where he has served on multiple committees.
In addition, Dr. Lilly has served as medical director at several Charleston-area skilled nursing facilities and in October 2016 became consulting corporate medical director for American Medical Facilities Management, Inc. (AMFM). He recently was elected as medical director for Aledade West Virginia ACO (accountable care organization), a statewide organization of independent primary care physicians dedicated to a value-based practice care model.
He and his wife, Kathryn, reside in Winfield and have four adult sons who reside in the area.

Victoria L. Takubo, PA-C - Vice President
Ms. Takubo, of South Charleston, is certified by the National Commission on Certification of Physician Assistants (NCCPA), and is affiliated with THS Physician Partners and Kanawha Urology Associates. She is a 2010 graduate of Alderson Broaddus College.

Matthew Christiansen, MD, MPH - Secretary
Dr. Christiansen serves as Commissioner for the West Virginia Department of Health and Human Resources, Bureau for Public Health, and as the West Virginia State Health Officer.
Since 2020, Dr. Christiansen has been serving as the Director of DHHR’s Office of Drug Control Policy. A position appointed by Gov. Jim Justice. Prior to joining DHHR, Dr. Christiansen served as Associate Professor in the Marshall University Joan C. Edwards School of Medicine, Department of Family and Community Health where he practiced primary care and addiction medicine. Dr. Christiansen is passionate about primary care and public health and has lectured in multiple states on primary care and addiction issues.
A native of West Virginia, Dr. Christiansen earned his medical degree and Master of Public Health degree from Marshall University.

Rev. Harman is a deacon, associate at St. Mark’s United Methodist Church in Charleston, and also serves as the campus pastor at The University of Charleston. She and her husband, John N. Harman IV (Newt), reside in Charleston. She has sung mezzo soprano with the WV Symphony Chorus for the past 20 years.
For the West Virginia United Methodist Church, Rev. Harman leads the Conflict Transformation Teams and has provided leadership with the Board of Ordained Ministry. She is a WV-licensed professional counselor and social worker.

Radhakrishna U. Kukkillaya, MD
Dr. Kukkillaya is currently in private practice at Sathish and Radha Internal Medicine Group in Logan, and is an attending physician at Logan Regional Medical Center. A specialist in internal medicine, he serves as director/chairman of the Utilization Committee and Quality Resource Management at LRMC. He chairs the medical center’s Mortality Committee. He serves as the physician advisor to LRMC on case management/utilization/quality issues and is a member of the hospital’s Medical Executive Committee.
He previously served as LRMC’s medical staff president, chairman of the Medical Executive Committee, a member of the hospital’s Governing Board, and chairman of the Credential Committee and Department of Medicine.
Known as “Dr. Radha,” he earned is Bachelor of Medicine and Bachelor of Surgery degrees from Kasturba Medical College in India, and his MD degree in internal medicine at United Medical Center in Newark, NJ. He was the chief resident of the Internal Medicine Residency program at United Healthcare System in Newark, where he was selected by the program as the best intern for 1994. He and his wife, Sandhya, have one daughter and two sons.

Ms. Mayfield is an associate broker at Real Estate Central, the 2019 president of the Kanawha Valley Board of REALTORS®, a director on the WV Association of REALTORS® Board of Directors, the secretary of the WV Futbul Club, and a member of the Thomas Health Systems Board of Directors.
Her employment and volunteer background includes experience at the American Heart Association and the Center for Economic Development. She is a former member of the WV Symphony League, Friends of Culture and History, Childhood Immunization Advisory Board and the Minority Health Forum.

Dr. Patel is an obstetrician-gynecologist who has been in practice for more than 20 years. Born in Birmingham, England, he is a fellow of the American College of Obstetrics & Gynecology, and is certified by the American Board of Obstetrics & Gynecology, the American Congress of Obstetrics & Gynecology, the Society of Laparoendoscopic and Robotic Surgeons, the American Association of Gynecologic Laparoscopists, and the American Institute of Ultrasound in Medicine.
He is a clinical professor in the Department of Obstetrics & Gynecology at the West Virginia School of Osteopathic Medicine in Lewisburg, a clinical professor in the Physician Assistant Program at Alderson Broaddus University in Philippi, and a clinical preceptor in the PA Program at the University of Charleston.
Dr. Patel graduated from medical school at Kasturba Medical College in Manipal, India, before completing an internship at Kasturba General Hospital, a residency in family practice at St. Joseph’s Medical Center in Yonkers, NY, and a residency in Ob-Gyn at the University of Wisconsin’s Sinai-Samaritan Medical Center. He still holds an active medical license in Wisconsin. He and his wife, Leela K. Patel, MD, own and operate Patel & Patel, MD, Inc., in South Charleston. They have two sons.

Dr. Rahim graduated from Dow Medical College, University of Karachi, in Pakistan and completed his post-graduate training at Christ Hospital Medical Center, Oak Lawn, IL.
Dr. Rahim is Board Certified in Internal Medicine, and he holds Board Certification as a Specialist in Clinical Hypertension with the American Society of Hypertension. He is the Medical Director at Pine Lodge Care and Rehabilitation Center in Beckley, Pineville Manor in Pineville, Raleigh Center in Daniels, Mullens Manor in Mullens, Glen Rogers Manor in Glen Rogers and ResCare.

Dr. Sheth graduated from Dr. Panjabrao Deshmukh Memorial Medical College in Amravati, India. He completed his residency in Internal Medicine at Jersey Shore Medical Center.
Dr. Sheth is affiliated with Thomas Memorial Hospital, where he has served on the hospital’s Peer Review Committee since 2005. Additionally, in 2005 he served as Chairman of the Department of Medicine and Family Practice.
